Innocent Bystander Killed by Stray Bullet During Dormitory Altercation at Delaware State
In the early morning of April 21, 2024, at approximately 1:40 AM EDT, shots were fired near Warren-Franklin Residential Hall at Delaware State University, killing 18-year-old Camay Mitchell DeSilva of Wilmington, who was visiting a friend on campus.
