The hurricane archive

The hurricane cases include some of the most-studied institutional communication sequences in American higher education. Hurricane Katrina, August 2005, swept Tulane and Xavier University of Louisiana into a months-long communications crisis; the case files here preserve the evacuation orders both institutions issued on August 27, two days before landfall, and the sequences that followed.
