The multi-phase alert sequence
Weather is the genre that taught American universities how to communicate over hours and days, not seconds and minutes. The 195 cases in this chapter document tornado warnings, hurricane evacuations, severe storms, winter storm closures, flooding, the rare campus earthquake, and wildfires, events whose timelines stretch from "the storm will be here in eight minutes" to "the campus is closed for the rest of the week."
The hurricane archive
The hurricane cases include some of the most-studied institutional communication sequences in American higher education. Hurricane Katrina, August 2005, swept Tulane and Xavier University of Louisiana into a months-long communications crisis; the case files here preserve the evacuation orders both institutions issued on August 27, two days before landfall, and the sequences that followed.
The later hurricane cases trace the genre across two decades of storms: Hurricane Ivan at the University of West Florida (September 2004), whose closure communications are preserved here as reconstructions, Hurricane Wilma at Florida Atlantic (October 2005), Hurricane Matthew at the University of North Florida (October 2016), Hurricane Ian at Florida Southwestern State College (September 2022), which closed every FSW campus as the storm came ashore in Lee County, Hurricane Idalia at the University of Florida (August 2023), a three-day documented arc from pre-landfall warning to resumption of classes, Hurricane Beryl at Rice University (July 2024), which knocked out power across Houston and produced a multi-day update sequence, and Hurricane Helene (September 2024), which generated parallel alert streams at the University of Florida and the University of Central Florida and closures across western North Carolina's campuses. Reading one institution's storms in sequence, or two institutions' alerts for the same storm side by side, is the cleanest way this archive offers to watch the genre change.
Tornadoes: the relayed warning
Tornado alerts are the fastest in this chapter and among the fastest in the archive. The National Weather Service issues the tornado warning with minutes of lead time, and the campus is not composing a message so much as relaying one. The University of Iowa's confirmed 2023 sequence shows the mechanics: "HAWK ALERT: NWS has issued a tornado warning for SW Johnson County until 4:45 PM. Seek immediate shelter. See emergency.uiowa.edu for further information.", followed by the same sentence shape with a new county and a new expiration time. That refresh pattern, identical wording with updated coordinates, is what a pre-staged template looks like in the wild.
The chapter's gravest tornado cases are the April 27, 2011 Super Outbreak, documented here in separate University of Alabama and UAB case files (the Tuscaloosa EF-4 killed dozens across the city; the campus's own alert texts survive in this archive as reconstructions), the Joplin tornado of May 22, 2011 that struck Missouri Southern State, and the March 2008 Atlanta tornado documented in Georgia State's case file.
Winter storms and the closure announcement
Winter-storm cases are the genre's quietest mode. They are mostly campus-closure announcements rather than shelter-in-place orders, and the institutional writing is correspondingly bureaucratic. The case files preserve them anyway because they document an important sub-genre: the alert that says the institution itself is closed, as opposed to something is happening at the institution. That distinction matters because the authority for closing a campus typically runs through a different chain of command (the president or chancellor) than the authority for an emergency notification (the police chief or emergency manager). The multi-day sequences from the February 2021 Texas freeze (Rice, Texas A&M, and Houston case files) and the December 2022 Buffalo blizzard (SUNY Buffalo State) document how those two chains of command interact.
What weather cases teach
Three patterns:
The genre splits by tempo. Hurricane and winter-storm sequences unfold as multi-day series of scheduled updates; tornado warnings compress to relayed NWS language in minutes. The two modes read like different genres because, as writing tasks, they are.
The all-clear becomes the resumption-of-operations notice. A weather event ends not when the storm passes but when classes resume. The sequences here often contain both messages, the meteorological one and the operational one, sent well apart, and readers timing "recovery" should be clear about which one they are measuring.
Pre-staged templates are visible in the record. When the same alert recurs with only the county and the expiration time changed, as in the Iowa sequence above, the underlying template is showing. The tornado cases are where to look for it.
The weather chapter is the quietest in the archive. It is also where a single event can demand the most messages, because a storm has a before, a during, and a long operational after.
